the display properties in both of those accounts work fine. Even if you could make the changes you want to do, what happens if they do find out? in the "Group or user names:" section, you'll probably see some "user" that looks like a bunch of random letters and numbers with dashes in between.

Tangled Mess [VerizonFiOS] by anon235. The remaining tabs within desktop properties seem to be working fne. I get the same result when opening desktop properties through control panel and have tried to set the background by right clicking an image and clicking set as desktop backgroung.
