That's what group policy objects (GPO) are for. This issue alone has consumed a man-day of my time, and is not solved. Instruct the users with access to USB storage that they need to execute net start usbstor before they can connect a USB storage device.

reply I resolved this problem too. I had to add EVERYONE for usbstor.inf and usbstor.pnf and then DENY everything in order for this to work.
